1. Opening Remarks- Everyday is Indigenous Peoples' Day

The CIEA staff would like to wish our readers a Happy Indigenous Peoples' Day! Today we celebrate the diversity and beauty of Indigenous Peoples everywhere. We honour our ancestors for their resiliency and hold prayers and cultural ceremonies and ways for our future generations. Everyday is Indigenous Peoples' Day.

The CIEA office is physically closed until October 31st due to the 'shelter in place' directive. The purpose is so we can evaluate if there’s any increased cases in the counties where CIEA staff live and work. Of course if the situation changes we will have to adjust our plan. We will continue to work remotely and are available via email and through our phone, where messages are checked daily.

We do want to take the time to continue to love, protect, cherish, and care for one another, especially our elders, folxs who are immunocompromised, as well as our essential workers including medical staff, grocery store workers, cultural and site protectors, language reawakeners, etc.

We also advise that folxs to stay safe, be prepared, and that we are here for you all.

Again, we are so happy to be able to provide you with monthly announcements about training, capacity building, Tribal Self-Advocacy and funding opportunities, as well as water related news. Please join us as we kick off our first of four virtual sessions this fall and winter. Session I will focus on Tribal climate policy and climate change implications for Tribes, First Nations, and Indigenous communities. Tribal policy experts will also present a Tribal analysis and discussion on the key pillars of the recently released action plan from the House Select Committee on Climate Crisis "Solving the Climate Crisis: The Congressional Action Plan for a Clean Energy Economy and a Healthy, Resilient, and Just America." The Summit and virtual sessions' goal are to formulate and advance a proactive, tribally-led national climate policy agenda.

3. Funding Opportunity- The National Oceanic and Atmospheric Administration (NOAA) FY2021 funding opportunity under the Effects of Sea Level Rise (ESLR) Program- Letter of Intent due October 16 at 11:59 PM

Approximately half of this year’s funding will focus on surface transportation resilience.  The ESLR Program is soliciting proposals to evaluate and quantify the ability of natural and nature-based features (NNBF) to mitigate the effects of sea level rise (SLR) and inundation (storm surge, nuisance flooding, and/or wave actions).

Eligible applicants include: universities, non-profits, state, local, and Indian Tribal Governments, U.S. Territories, and for-profit organizations.  Federal agencies that have authority to receive transfer of funds are also eligible. 

A letter of intent is required to submit a full proposal. The letter of intent (LOI) is due by 11:59 PM on October 16, 2020, while full proposals will be due by January 11:59 PM on January 7, 2021. The LOI is for guidance purposes only and all teams who submit a LOI are able to submit a full proposal. 4. Training Opportunity- NAACP Sea Level Rise & Flood Management Certification Training- October  16th and 17th

Valley Water is proud to sponsor and co-host “A Just and Equitable Sea Level Rise and Flood Management Response Certification Program” virtual event presented by the National Association for the Advancement of Colored People’s (NAACP) Environmental & Climate Justice Program.

 This FREE program is meant to train and empower Communities of Color in California to develop a customized action plan to advance a just and equitable response to sea level rise and flooding at the state and local levels in their communities.

 By completing this two-day online program, attendees will satisfy a key requirement towards receiving the NAACP’s Certification in Sea Level Rise and Flood Management Equity, and all participants will receive a free one-year membership to the NAACP!

5. Funding Opportunity- 2020 California Financing Coordinating Committee Virtual Funding Fair- October 22, 2020

The California Financing Coordinating Committee (CFCC) is pleased to invite you to attend a free virtual funding fair on October 22, 2020 (see attached flyer for more information). The funding fair will provide the opportunity to learn more about available grant, loan and bond financing options for infrastructure projects from federal, state, and local agencies.

Representatives from water industry professionals, public works, local governments, and California Native American Tribes should attend. This includes city managers and planners, economic development and engineering professionals, officials from privately owned facilities, water and irrigation district managers, financial advisors, and project consultants.


6. Meeting Announcement-SGMA Tribal Advisory Group Meeting - Save the date and Agenda

The Department of Water Resources is hosting a Sustainable Groundwater Management Program Tribal Advisory Group meeting.  The meeting objectives will cover the following topics:

Update on Sustainable Groundwater Management (SGM) Program.

‐ Tribal updates and participation in Groundwater Sustainability Agencies (GSAs) and

Groundwater Sustainability Plan (GSP) development.

‐ Briefing on California’s Groundwater Update 2020 (Bulletin 118)
